Is it possible to get porcelain veneers if you have dental crowns?

Yes, you can get porcelain veneers, but only on the teeth without the dental crowns. The teeth that are already crowned have been shaved down too much for veneers.
What you can do for the teeth that have crowns, is to have new crowns made to match the porcelain veneers. I’d be sure to get all-porcelain crowns on those teeth, so that they’ll be as attractive as the porcelain veneers
Metal based crowns have to be made more opaque to cover the base, so they won’t be a great match.
